Windows 8.1 Automatic Repair Loop

I recently was refreshing my computer when it suddenly shuts down and restarted. Upon restart, the dell logo shows up and then I see "Automatic Repair" and it keeps looping. I tried powering it off 3x, hoping it would take me to some other screen but no luck.

The next thing I did was to run a full diagnostic to see if I had a hardware failure but everything passed.

Next I created a bootable USB with Windows 8.1 and tried booting from the USB. It booted from the USB and got to the windows logo and then says encountered an error and rebooted with automatic repair problem.

Any way to get around this issue? I don't mind losing all of the data and installing a fresh copy of windows.
