Can't schedule synchronization of web page to desktop

Environment: XP Home Edition SP2, Inspiron B130

 

I want to display web content on my desktop and have it update every day.  I can go through all the steps, including adding a synchronization schedule.  The content appears on my desktop as it should.  But when I go back later and look at the properties of the web page there is no schedule and only the Synchronize "only when I choose..." is selected.  It's as if creating a schedule doesn't "take."  There is no error message.  Does something else have to be running or installed for this to work?
