Clean Install of Visa Ultimate 32-bit

I have an XPS M1730 System (about 1 month old). From the beginning frequent hangs occur in Explorer, which cal alst from a few minutes to indefinitly. Living in Italy, I received the Italian version of the OS, although I would have preferred the English version. I installed the MUI which causes the OS to be in English for about 90%. Also the disks are configured as RAID 0 while I would have preferred a RAID 1; I understand (rightfully?) that changing the configuration to a RAID 1 is destructive and destroys all data on the disk. As I have installed realatively few programs I thought that this could be a good moment to address the problems listed before. However I need confirmation that the Dell installation disk provided (which list English as one of the supported languages on the label) can be used to do a clean install on an Italian system and that the Visa product key of an Italian version would work also for an English version.
