Disc drive and fan problems on studio 15 with windows 7

Hey all, 

Two problems I'm trying to fix. 1) Ever since I installed Windows 7 on my Studio 15 Special Edition the disc drive has not worked. I put a CD in, the slot-load accepts it, makes some grumbling noise, then shoots it back out. Just started doing this after I installed Windows 7, any ideas?

2) A month ago I got my Studio 15 back from Dell. They had replaced my LED screen. After I received my laptop back there were other problems that had started only after I got my laptop back from Dell, so they instructed me to install A09 Bios. Now though, my fan is constantly on. My laptop will be running very little number of processes and be at 39C and it will still be extremely loud. Ideas?
