Installing Win 7 Home Prem to new hard drive of XPS Studio 1640

I bought a XPS 1640 and purchased a new hard drive, since it didn't have one. I tried installing the Win 7 Home Premium reinstallation DVD, but to no avail. I went to the BIOS to make sure it recognizes the CD-Rom, and it does. Also, while in the BIOS I prompted it to boot from the CD-Rom first, but still no luck. I did some googling and found that another option could be using a bootable flash drive, but I have no knowledge of how to do that.

Reboot and use F12 immediately to access the boot menu to choose the boot drive--cd, dvd or thumb drive.

Thank you for your response, but I've already done that and it didn't work.
