Internet Explorer icon

After I was finished playing a video game on my PC, I noticed that the Internet Explorer 7 icon looked very strange.
Here is a picture of my desktop:
 
Any help would be appreciated.

Err, that it's a very good picture.
Hmm.
Well, let me try to describe it:
It looks very pixely, grainy.
The colors look like something from a Windows 95.
Could this just be an after effect from the video game?
How do I change it back to normal?

Try changing the display settings
Right click Desktop/Properties
 
Take a note of the settings you have at the moment so you can put them back later.
Then change the resolution/Apply/OK.  Then return it to what it was.
 
Also change the colour.  Change it from 32 bit to 16 bit/Apply/OK.  Then change it back again
