My computer wont boot

Instead of how it cant find an os, it knows there is one, but the boot manager is messed up. I originally had a dual-boot configuration with Windows 10 Insider Preview, but I had an error with that so I removed that and cleaned up the mbr. Well something happened and the message I get when I get when I boot is this:

Windows Failed to start. A recent hardware or software change might be the cause. To fix this problem:

1. Insert your Windows Installation disc and restart your computer

etc.

the error code is:

File: \BCD

Status: 0xc0000098

Info: The Boot Configuration Data file doesn't contain valid information for an operating system.

I tried to boot from the recovery USB key I received. It would not boot. I tried my dvd and it would not work either. It also doesn't let me access the UEFI firmware, only the BIOS.

I would really appreciate any help that can get my laptop working.

Btw, my laptop is a Dell Inspiron 7737 (17 7000)

You may have corrupted the Boot Sector of the OS when you uninstalled Windows 10. You can try the information at the links below to see if you can get Windows 7 back without having to format and reinstall Windows. Check out both links before choosing the option.
