Mystery File Appears on Desktop

A mystery file appears on my desktop sometimes after using IE in known safe sites.  The appearance of this file is only occasional.  This file is a generic file called ~.  It has no properties, and opens a file type request when double clicked.  After putting it into Norton's Waste Basket, Norton says it is a 56 K file from Explorer.  Any ideas?  I have Windows 98 SE and IE 6.XX.  Virus scans are current and I use a Norton firewall with router.  I use spyware scans and AdSubtract.  I should add that I find a file called internet update.log in the temp folder.  I don't know if this is related or not.

Joe, that's an awesome answer!  I was editing OLXP today and there was the ~ mystery file on the desktop after closing the internet.  Thanks for solving the mystery.

breakerfall, While the issue was settled two monthe ago, your link to www.pchell.com  is very interesting.  Joe's answer says it all.  Just ignore and delete the ~ file.
