Path "Local Settings" in German "Lokale Einstellungen"?

I'm running Vista Ultimate supplied by Dell, though I reinstalled from the distinbution disk.  The path to local settings is in German, ie. C:\Users\Byron\Lokale Einstellungen\Anwendungsdaten\Microsoft\Outlook.  This is a US installation.

Any ideas?
