QUICKSET has stopped working - How to fix?

This weekend I did a full DELL factory restore of my INSPIRON 1720 because of numerous OS and other malfunctions.  All works beautifully now and it's working even better than when it was new.  But just this a.m., when my wife logged on to the GUEST account, the message "Quickset has stopped working" was displayed on the desktop and sure enough various icons such as the network status were not functioning at all. 

What can I do to fix this?  Appreciate posts, thanks.

I have the same error message, and the suggest correction instructions do not work.

I spent a very long time with Dell premium support remote controlling my XPS M1330 (Vista Ultimate). Their solution was to uninstall and reinstall, but their uninstalls failed with the "Not a supported system" error. They want me to unjoin my system from the domain so they can get it uninstall.
