Recovery CD for Dimension 8400

Hello all,

I need to reinstall Windows XP Media Center Edition 2005 (French Language) on my Dimension 8400 because the hard disk has failed.

I searched thru all of Dell sites, all I can find is the "Request a set of backup disks" web page, but only for US residents, I cannot enter my address (I'm from Canada) in there.

I need the Recovery CD. I know where to find the drivers on Dell site using the Service Tag.
