Recovery partition not available

I have an OptiPlex 390 that I recently purchased from a 3rd party. This machine came preinstalled with Win7 Pro and so did my previous machine. The hard drive was swapped but I can't access the recovery partition to reinstall Windows and I never made a recovery disk. Any suggestions?

If the system has a product key for Windows 7, you can use it to install Windows 10 (which you can download from Microsoft).

If you must have Windows 7, you'll need to have the registered owner contact Dell for that (they won't provide it other than to the original owner).

If there is no product key, you'll need to buy a Windows license (windows 7 is still available from most resellers).  You'll need a full license - not an upgrade.
