Sounds like the System Restore database is corrupted. In that case, you'll have to turn off System Restore in System control panel and reboot to delete the database (it's corrupt anyway). Then turn System Restore back on and reboot again.
Now manually set a restore point and use it to restore the system so you know System Restore is working again.
If you post details of the problem you were trying to fix with System Restore, maybe somebody can help you fix that problem too.
