Turn on Bluetooth Radio in Inspiron 9300

Okay, I have Vista RTM installed. The driver for the bluetooth (Dell 350 wireless) was installed as part of the clean install and say's it is functioning correctly in the device manager. The only issue is I can't turn on the Bluetooth radio. The Fn+F2 doesn't work (only toggles the wifi radio).
 
Seems like this issue may be a keyboard issue or something else, but since the driver say's it is working, I am not sure it needs a new driver.
 
Anyone know how to get it turned on or what secret there may be or does dell need to release a new driver of some sort for this to work?

1. Are you using the beta version of the Toshiba BT stack (version 5)?
The driver from Toshiba however will only allow copy protected headphones to be connected which to me is an unreasonable restriction.
2. I had this problem. Rebooting always enabled it. I could always disable it but never re-enable it (using beta software)
No Events found!
