Whom do I call to get order reinstall cd window 7 service pack 1 & driver disk not an oem recovery cd?

Whom do I call to get order reinstall cd window 7 service pack 1 & driver disk not an oem recovery cd? I have a retail Inspiron One 2020. It is under warranty. The problem is windows update won’t work. It just hangs. Yes, I read all the tips online, downloaded the update. Still won’t work. According to Microsoft articles, it says if those steps don’t work, you need to do a in place upgrade. That won’t work because it is an OEM & no reinstall folder. So, I need those cds. I know this is a non-technically forum, I am just explaining why I need those disks.   Thank You for your help.   

For other posters reading this,  I tried ordering the backup media online,  it wouldn't let me order.  If I read this forum correctly, the backup media is a reinstall disk and not an oem recovery disk.
