my windows xp is booting up in safe mode

my dell computer running windows XP is running in safe mode. every time i try to download any thing my system keeps stating in can not be installed because my computer is running in safe mode. how do i turn off safe mode so i can down load things. i tried to reinstall my opertaing system and it still staes my computer is in safe mode. How do i turn off safe mode?

Start the computer in the safe mode.

 

Start, all programs accessories, comand prompt. Type

 

chkdsk /r          (space between the k and /)

 

Answer with a Y

 

Restart the computer and allow this to run. When the computer starts, it should hopefully start in the normal mode.

 

If not, then try running the full diagnostics. How to Run the Dell™ Diagnostics Utility

Have you tried going to the System Configuration Utility and changing the boot.ini by unchecking the checkbox labeled "/SAFEBOOT" >then clicking on the General tab and setting it for Normal startup?
