What model of Dell? Is it a Dell Windows 7 Pro Reinstallation DVD? If so it will automatically apply Dell OEM System Locked Preinstallation (Offline BIOS based Product Activation).
If the Disk is Retail and you need to manually Apply Dell OEM SLP Activation see here:

Should you wish to go to Windows 10 Pro, you'll need to install Windows 7 Pro with OEM SLP and then initiate a Windows 10 Pro Upgrade Install which will register your system's hardware profile with a Microsoft Product Activation Server making your system a Windows 10 Pro Device:
