Thin Client - App Policy doesn't apply on first register

Environment:
- Wyse 3040 ThinOS Devices, non PCoiP
- Wyse Management Suite v 1.3

If the customer receives a new device from the hardware vendor and connects it to the network the device will register and get all the configurations except for the App Policy to install the horizon package (which is needed for the blast protocoll). After the first configuration is done and the customer does a factory reset the package is installed correctly.

Has anyone ever had similar experiences? Why is the App Policy applied after a factory reset but not on the inital configuration?

The Log just tells me that the installation failed during the first time and was successful after the reset. Wasn't able to find something on the devicelog which looked suspicious
