V30LE "File Download" dialog box when opening *.ica file from web menu

Configuring a V30LE to access a Ctirix environment through the web browser, through the use of a link. The problem is IE continues to prompt through a "File Download" dialog box on how to open the *.ica file with two choices, "run from current location" or "save file to disk". There is also a box that can checked or unchecked, "Always ask before opening the type of file". The box is unchecked so it doesn't display again. (or it makes you think it won't) The problem is that it always asks, even after unchecking the box. I have reviewed the IE settings hoping it would be a simple turn off/on "File Downloads", but I have found nothing. Am I looking in the wrong place? How can this dialog box be prevented from always prompting.
