IE9 on Wyse C90LE7

 Question IE9 on Wyse C90LE7

We have the thin client in our break room to allow employees to look up and print paychecks. After installing the PDF viewer (Foxit Reader) on the Administrator account the file will just open and not ask to save it . As it should be on a thin client. However on the general user account when you click the paystub Internet Explorer 9 ask's if you want to save the file or just open it . It will let you save the file to the desk top and will remain there till a reboot. What has to be done to make the general user account work the same as the Admin account . All Foxit Reader settings are the same on both accounts so it has to be a Internet Explorer setting or User setting.

Thank you for any help you can provide.
