try not not lay blame lacking proof

the Intel (read their datasheet,ok) reduces clocks speed, inside (intel inside,dig) to slave it's own bacon.

from Pentium D to now. all do that , as does AMD. 

if the PSU or mobo VRM overloads the PC CRASHES (BSODs or worse just shuts off per ATX PSU spec and the 1 second rule inside ALL PSU made)

so first proof fault the lay blame oK?

OR ask why it did first. and WIN !

CMOS logic draws more power that faster it goes, (pure physics that) so Intel's smart internal heat sensors

watch that all the time.  (this is why bad CPU  are rare,  hint INTEL protected you from your self and all those bad act Overclocking guys. ( and paid extra insurance to intel to gain that toy game)!

That is the last remaining paper towel left over from the 'leak test', which I am still doing in that photo; running the pumps with an external power supply, with no power to any PC components. Fortunately, no leaks anywhere.

There are things that can be done to your XPS 8930 to help it run more cool and quiet, without have to go to liquid cooling. What components do you currently have in your system (CPU, graphics card, RAM, PSU)? Maybe post a few photos of the inside of your computer and the community members may have some helpful suggestions.

Have you upgraded or added any fans to help with your noise/heat problems?

Check to see if you have a 120mm top exhaust fan or a 92mm top exhaust fan. This can make a big difference in cooling and noise.

Dell official warranty service is changed both fan with new fans but they are also same size. I do not the exact size but they are original.

So is it a problem? Dell service personal said that "it may not be a problem, maybe this model runs like that". Is it correct? Is there a problem in my PC? You can watch video. After 40 seconds when I run CPU stress test with Intel official Extreme Tuning Utility, CPU state goes to Power Limit Throttling. So I only use my CPU only 40 seconds in maximum performance.

In addition to it, every program which use CPU more than %50, cpu fan runs like helicopter.

It looks like a problem to me. I would not want my components running that hot. Only you can decide how much effort you want to put into fixing the problem.

Can my problem be software issue? I run CPU Stress Test in Dell Diagnostic.

You recognized that CPU temperature changed from 45 to 64 degree after I run CPU stress test 3 times. CPU Fan didn't run very fast. I think that it is normal.

But you notice that this CPU temperature is different in OS. You can watch the video in my previous post. It is captured in Intel Extreme Tuning in Windows 10. CPU temperature changed from 47 to 95 degree. Can my problem be software issue?

I think the Dell "stress test" does not work the CPU as hard as the XTU stress test. If you feel your computer is running hot and loud, there are some things you can do to improve the performance.

Post some photos of the inside of your computer so we can confirm your situation. You can change your top exhaust fan to a better quality, more quiet 120mm fan. You can add a 120mm quiet lower front intake fan. I suspect you have the 'lesser' CPU cooler (photos will confirm), so you could upgrade to the blower style CPU cooler pictured below. All of these modifications are very simple, beginner level tasks, and you have resources in this community and elsewhere online to get yourself comfortable before you do anything to your computer.
