My XPS 8940 config is :

Processor            11th Gen Intel(R) Core(TM) i7-11700 @ 2.50GHz   2.50 GHz

Installed RAM    64.0 GB

The motheboard has just been changed as the network card failed, it runs very hot.

Do dell reccomend any upgrades to make the system run cooler ??

if not, what are people doing themselves ?

The non "K" CPU versions do run hot as the tiny cooler is inadequate. If you do a search about replacing the cooler on the XPS8940 with will find some very helpful threads. You could buy a Dell tower cooler that came on the 8940 with the "K" series chips, or many people have had good luck with a Noctua or Vetroo V5 tower cooler. People have also installed more fans in the case. All of these ideas and instructions on how to do it are available on various threads about the 8940's cooling.

How do you define "runs very hot"?

Are you sure all fans are working? Reboot and tap F12 when you see the Dell splash screen. Select the option to run diagnostics. When that opens, run the fan tests...

I have purchased the "Dell tower cooler" and a "VRM heatsink"

Once I have installed them, will report back ..

What software is generally used to measure cpu and other tempertaures ???

I use HWInfo to monitor temps and other things. It is free and seems to work pretty good.

I use Speccy (free) which can put an icon with the temp(s) on the taskbar near the clock so you can see it with a quick glance. I configured Speccy to load at every boot, so it's always running, with no extra effort.

Noctua cleaning wipes and artic mx-4 thermal compound to clean and reinstall

Speccy in general terms reports about 10 degrees lower then before, peaks at 70 degrees ..

I read email, web browsing and office apps, so not a big load ..

Sounds correct. The Asetek liquid-coolers in both of my Auroras (R1 and R6) with Intel-i7's hold the temps under 70c ... even when pushed fairly-hard like gaming. When stress-testing (or encoding videos), the harder they are pushed, the faster the fans get, but still under 75c, IIRC.
