XPS 15 9570, severe power limit throttling

My 9570 (32gb, i7, 512gb SSD, UHD, 1050 Ti) is severely power limit throttling (12.5W) after only 4-5s of intense CPU usage. Temps not exceeding 56C. Intel XTU states default as 56W. I can change it from 12.5W to 56W and it runs just fine. Rebooting however will reset it to 12.5W. Everything is up to date. Always launching XTU is not an option on every start up. Also I keep getting frequent blue screens (BAD_POOL_HEADER). How can I fix it? Throttle stop power limit changes have no effect. One more thing. HWinfo tells me 2666 Ram is installed but only running at 1333MHz. How do I get it up to full speed?

It kept happening with BIOS 1.5.0. I hadn't really noticed it before. I reverted it to BIOS 1.4.1 (the previos Version?) and after setting it back to 56W in XTU (after BIOS update it was at 12.5W) and rebooting several times it did stay at 56W. So for now I'll keep running this version instead of 1.5.0. Thanks for the answer.

Thank you for your message. How long have you been having this issue?  Did this start after any BIOS update or changes made to BIOS?

 

What is the BIOS version installed?
