You could also check Battery Health in BIOS by following steps in link below.

I believe 9% is normal for a brand new battery that never been used. Just to be sure, charge battery to 100% and then run Dell ePSA diagnostic to check Battery Health by following steps in link below. Report back any error code.

Please keep in mind, Dell batteries usually are covered by One (1) year warranty support.

The software used is AIDA64. The Windows 10 powercfg command "powercfg /batteryreport" gives the same result. The BIOS says the battery health is "excellent".
According to www.dell.com/support, this computer was shipped to customer on 10 DEC 2019. The Windows battery report shows that the full charge battery capacity was set to 45,585 mWh on 2019-12-06, perhaps after the computer was manufactured before it was shipped.

Battery wear level 9 -10% is standard industry design and practice and the battery is working as designed therefore, nothing is wrong with the battery.
Full Charge Capacity: This is affected by several factors that are constantly changing. (For Example, Changes in the external temperature, ambient temperature, system heat soak temperature, along with things such as the number of discharges to 0% and the number of full charge cycles.)
Design Capacity: Has a 10% buffer to allow for external changes during use. (For example, system heat can cause a cell to overvolt ever so slightly.) This prevents the battery from spiking and causing damage to the life of the battery cells.
