DELL XPS 15 9560 Bluethooth always starts as "failed"

My laptop completely died last week and a Dell technician changed one of the memory modules. After this it has started acting up and the Bluetooth device is always started as "failed":

Clicking the properties of it shows this information:

If I just delete the BT device and then click on "Scan for hardware changes" it's back and working:

This happens EVERY time I restart the computer!

I've of course installed the latest drivers and both Windows 10 and DELL Updates are all up to date.

I've tried disabling BT in BIOS (two places), restart and then enabling it again but still the same issue...

If the computer has been in standby it works again but if I hibernate the computer the BT device fails again.

What do I need to do?
