Dell XPS 15 Running Ubuntu: Wifi Issues

Hi, I started to use Ubuntu MATE Linux on my Dell XPS 15 9570 and I am having one major issue that I haven't seen any documentation on. Whenever I turn on the system, my wifi networks do not show up. However, if I shut down and turn on the system again (not reboot) my networks finally appear. This seems to reset after a certain amount of time after shutting the system down because the networks remain after a shutdown. I should also add that when I booted from the installation media for Ubuntu MATE the wifi networks immediately appeared as they should've. Another point of note is that Windows used to be installed on this machine. I can't seem to find any info on this problem online after a few weeks of searching? Any ideas?
