Dell XPS 7590 CPU not running at 5GHz

I've just purchased a Dell XPS 7590 and the CPU is only showing as running at 2.4GHz when online it says it should run at 5GHz can anyone tell me why this is? When im looking on "dxdiag" or "control panel" they both say ~2.4GHz.

That 5 GHz number is obtained only using a single core, for very short periods of time, and only under very specific circumstances.  It's the equivalent of saying that a Toyota Camry is capable of 133 mph -- it may be, downhill with a stiff tail-wind.
