Docker Desktop not running on XPS 15" with i7 7700 ?

Virtualization is enabled in the BIOS, but I get the error:

An error occurred.

Hardward assisted virtualization and data execution protection must be enabled in the BIOS. See
https://docs.docker.com/docker-for-windows/troubleshoot/$virtualization-must-be-enabled

I've pretty much checked everything there.

This post indicates that Dell is not providing support for virtualization, so I'm wondering whether that is the issue:

Also, although Hyper-V is enabled, a VM won't start.  Using systeminfo:

Hyper-V Requirements:
VM Monitor Mode Extensions: Yes
Virtualization Enabled in Firmware: Yes
Second Level Address Translation: Yes
Data Execution Prevention Available: Yes

My laptop is out of warranty so Dell won't give any support. 

Is anyone using Docker Desktop on a Dell XPS 15" with i7 7700 ??
