Electric Shock - power cable issue?

I've recently been getting electric shock of my laptop and also the rest of the flat. Its been this way in 2 different places I live and only happens after plugging in the laptops after an hour or so.

There 3 things I think it could be:

1) A faulty power adaptor?

2) The first part of the power cord is a  5amp -250V rated cord. Is this the correct one?

3) Some issue with the laptop itself?

 

Anyone with any suggestions please??

Get help from your landlord or call an electrician. You could have a short somewhere in the flat. Unplug your laptop and all your electronics to avoid damage.

It was an Amazon extension lead. 

Stopped using it, problem stopped.
