Help with Dell XPS 15 turn on

Hello, 

My Dell xps 15 9500 is having issues turning on. The amber light is blinking and the fans are in full blast. The keyboard light is on though. 

Every so often after turning off and on it will get to the dell logo and tells me the system is in "manufacturer mode". It then gets to login, but after 5 minutes the screen will go black and the same issue persists. 

Does someone know what the issue may be? I recently took it to a shop to get repaired where they replaced a motherboard.
