This is to help people who have seen this "ERROR MESSAGE " 0XC1900101-0X20017    The installation failed in the Safe_OS phase with an error during Boot operation.

I was running Windows Pro 10 Build 1809 and had no problems and then I learned there was an update to Build 1903. I d/l the iso file and installed on 2 Non Dell computers with uneventful installations, so the iso file was not corrupted. When I tried installing the upgrade to the Dell, a problem came up as you see when I started this conversation. Yes I did call Dell, but there answer was to call MS and that told me that wasn't going to work. So I searched the Forums and Google and one suggestion proved USEFUL and that was to go into the BIOS (F2) and disable the WiFi and Blutooth **two places to do this, one below the other** which I did. Tried installing the upgrade again which took me back to the starting point. When I eventually got back into windows I searched the device manager and found raid drivers and since this machine has one drive only and I wasn't interested in making this a raid drive, I uninstalled the raid drivers. I tried the installation again, forgetting to uncheck the WiFi and Bluetooth, but this time there was a partial upgrading but went back to 1809, we are sorry but we are setting your machine back to build 1809 with error message "0XC1900101-0X40017" and the msg was the same except one part said during the "SECOND BOOT PHASE". Went back into the Bios and unchecked WiFi and Bluetooth and proceeded with installation which was "NOW UNEVENTFUL"  The Present Build as of 5/28/19 is seen above. I post this discussion to help anyone who might have the same problem because I know how frustrating it can be and dell has posted on their website that Windows 10 pro build 1903 works with the Dell xps 15 9570.

As you noticed above I was finally able to get to the build you see above and then Microsoft came out with 1903 Build 18362.175 and as usual I had problems but finally got this resolved and let me explain how I did it. I went into the Bios and unchecked Bluetooth and WiFi. Installed the update and ended updating the system to 30% and then the screen went to gray and I had to enter F12 , click windows boot manager and then hit F8 to get into safe mode and then I see a message , we couldn't complete the update and are going back to the previous build and no files or documents were lost, had to repeat this F12,F8 again to go into safe mode and then it rebooted back to what it was before updating. In this case Bluetooth and WiFi were not the problem. Kept the setting AHCI in the Bios.

Having Acronis 2019 and an external HD (4Tb) and having the laptop enter acronis recovery manager by hitting the F11 key (you are given the option in acronis to Activate F11 or Deactivate) before getting to windows the acronis loaded. I cloned the external HD that now is identical to the internal SSD. Rebooted and hit F12 and selected the external HD as the main operating system. I then download the update again in settings for updates. It found that same update, installed and rebooted and this time  it booted in windows, removed the external HD and rebooted again and this time the build was on the internal HD. BTW everything was up to date before I did this. I am keeping the external HD as is if needed again.

I've too have tried multiple times to upgrade from 1809 to 1903 without success.   My system is a Dell Inspiron 15 5000, 5570, running Windows 10 Home.   I get a different failure point, however, and wonder if it might be because I've upgraded my system to use a Samsung 970 EVO Plus m.2 NVME 500G  in the motherboard SSD slot.   I did this upgrade per these links:

So my system boots beautifully and is very fast running on the Samsung SSD, and since switching from RAID to AHCI, I was able to install the Samsung NVME driver and can run Samsung Magician.

I'm wondering if anyone else might have a similar configuration using a NVME SSD in AHCI, and if so, were they able to successfully upgrade from 1809 to 1903?

My failure message is error code is 0x80070003 - 0x2000D,  The Installation Failed in the SAFE_OS phase with an error during MIGRATE_DATA operation.   The system appears to upgrade, restarts, and displays progress at either 6% or 9% (can't recall which I saw) before bailing and reverting to the pre-update OS.  The SetupDiag log file is as follows:

Also, I'm intrigued by the technique using an external USB disk and Acronis.   I do have ATI 2019 and an external USB HDD.   But I don't quite understand how you did this successfully with these.   Did you clone the 1809 boot drive to the external, boot on the external, and then update the OS to 1903 on the external?   If so, did you then clone the external to the internal boot disk and then successfully boot on it with the 1903 update in place?

Acronis 2019 allows one to clone a SSD,HD sector by sector, after installing Acronis 2019 on laptop, I took the option of installing Acronis tools (backup,recover, clone ,create new disk.etc and one does this by telling Acronis before the system boots up to windows, by hitting the F11 key boot into Acronis Tools.

I took an external HD drive (4 TB)and cloned that drive identical to that of the internal HD. Once done rebooted system and entered F12 and set it to boot from the external HD. From here it was booting from the external HD, clicked on settings and did the update, both external HD and internal HD shown has the OS 1903, Build 18362.175. Disconnected the external HD and set it back to booting from Windows Manager to the internal HD and and OS indicated OS 1903, Build 18362.175. I still have the external HD with that system on it and really do not intend to format it, I have had problems updating 1809 to 1903(once)  and the latest as I described here in going from OS 1903 18362.116 to 18362.175.

Here I go again, you would think d/l kb4501375 update from 18362.175 to 18362.207 would be a breeze, but it wasn't. First  installing after d/l caused the usual problem, that is it went to the grey screen. Power off F12 and then F8 and the message undoing updates, couldn't complete, don't turn off laptop, had to repeat again and finally back to build 18362.175. This time cleared the windows cache, connected Toshiba external drive UEFI 4TB and ran this bat file.

Then went to external drive where I had copied the kb file from the internal drive to the external drive and tried the kb file again and once it was finished , Restarted  and this time entered F8 and I could see the update was completing. Then got into windows and this is what I saw

you have malwarebytes app installed on your 1903 machine, bohicaIL?  you need to update that to version 3.8.3 because earlier versions of Malwarebytes had problems with 1903 and are fixed in the newly released 3.8.3 version.

Microsoft seemed to have created updated 1903 installation media that has build 18362.175 (aka. "1903 refresh") instead of the earlier 18362.30 build in late June.  the 1903 media creation tool is recently downloading 18362.175 instead of 18362.30.

Yes, I did have a prior version of MB installed, but didn't see a problem that I could tell, perhaps because I had it disabled when I did the update.   And NIS was registered as my firewall agent.   Thanks for the heads-up, though, erpster05.   I will upgrade now.

Here we go again, when I checked settings for updates, there was KB4507453 , took cloned external drive containing windows 10 via usb and and installed and ran that update file on Drive D. Knowing what to expect, booted into safe mode and ran chkdsk, took about 10 minutes and that fixed Disk D. Once that was done rebooted into windows and into settings and checked about which showed the info you see above. Disconnected the usb drive and rebooted with only Drive C and again that is what you see above. Again with my  ASUS G751J , installing the above update, NO Problems

First I updated Bios to 1.12 and intel management. Got a notice that KB4505903 was available for Windows Version 1903. Reconnected SSD that was a duplicate to this drive. Copied KB4505903 to the replicate drive and installed from that drive. Rebooted and noticed updating 1,8 15 30% and rebooted into Safe mode where updating was completed. The image below show the latest update for version 1903.

Ready for another cumulative update from MS KB4512508. Took cloned drive SSD and installed from the SSD drive. Once done rebooted into windows showing 18362.295. However another problem came up. when I went into updates I noticed that KB4512508 failed to intstall but the update history showed that it did.

How does one remove the erroneous statement that it failed.
