This update is a little more interesting. I was able to install on my ASUS Laptop the version 1909 18363.476 and on this Dell XPS 9570 1903 18362.476 and why the difference, I honestly do not know.

Figured out how to convert version 1903 build 18362.476 to version 1909 build 18363.476

You know they released the 1909 upgrade to the public  on Tuesday 11/12, right?

 Had the upgrade on 11/12 1909 on my asus that night, but for some reason on the dell it only went 1903 18362.476 and no further but figured out on 11/14 why it didn't and I think I explained if it only went to 1903 18362.476 on how to get 1909 18363.476

The final update that put it in 1909 was an optional component.  It would showed up if you would have checked for updates just after the first install finished.

But whatever...

On the asus ,it was done automatically to 1909 i assumed it would do the same on the dell, ,IT DID NOT and KEPT INFORMING ME IT WAS UP TO DATE as i CONTINUED to CHECK FREQUENTLY and my check was not done slam bam and then as i searched google i found some people were reporting the same 1903 18362.476 problem on different machines and not all were DELL.
