XPS 13 9315 Fan Always Runs When Plugged In

Decided to upgrade from a 7390 (8gb, 256gb)  to 9315 (16gb, 512gb).  When the 9315 is connected to a charger or docking station (Dell WD22TB4) the fan won't stop running. When running on battery the laptop turns off the fans. My 7390 is much more quiet and only runs the fan when doing hard tasks. I did a clean install of Windows on my 9315, updated bios, etc.I  also had support look at all hardware items, all passed. I even limited processor speed to 50% which had zero impact on the fan. Even more concerning the laptop is also very laggy compared to my 7390. At this point I think it's a lack of thermal paste or a design issue.  Really disappointing.

It may be because charging is making severe heat and transfering it to other components

Same here. Seems like many have this problem, so perhaps a design flaw/feature... Fan runs most of the time, even when doing nothing, and runs loud and all the time when plugged in. Very disappointed in Dell. I guess their day has passed in terms of quality.
