XPS 15 7590 Fan noise and surging

Question

FINALLY found a solution!  Fans were surging, running continuously high during light operation.  Open task manager and go to services tab, expand and look for processes that have very high power usage.  In my case SYSMain was the culprit.  Open computer management...services... and set SYSMAIN to stop then inactive.  I don't even hear the fans now during normal operation.
