XPS 15 (9560) Orange blinking batter light - Laptop shuts off when I take off charge

I was away from my laptop and left it open on my bed two days ago with the charger plugged in for about half an hour. 

When I got back, I noticed that the light on the front of my laptop that usually indicates if it is charging or  not started blinking yellow and my laptop was running hotter than normal. I unplugged my laptop and it shut off instantly.

I tried running the battery report but I'm not sure what I'm supposed to take away from it to tell if I need to replace my battery or not. How can I tell if I need to replace the battery or if there is some other internal problem? Is it possible there is a software issue that I can fix by going in to the BIOS?

Is it also possible that this is just a charger problem? The shielding on my charger is damaged as you can see in the photos attached even though it has been charging fine up to this point.
