XPS 9360 USB adapter port not working after hibernation

I have a three year old XPS 9360.  The DA200 adapter went bad so I bought a similar generic adapter. I keep either a mouse or dongle for wireless keyboard plugged into the type B USB port. I use the VGA breakout portion of the adapter for my monitor. 

But when I wake my PC from hibernation the USB doesn't work, though the VGA does.  I either have to unplug the adapter and plug it back in or reboot the PC to get things working.  All of my drivers are up to date and I'm running the latest Windows 10, version 2004.  Is there a way to make the USB port wake up out of hibernation?
