XPS 9520, RTX 3050 Ti, VSync not taking effect

I set VSync to Fast on Nvidia Control Panel, but it doesn't change anything. Even at 180 FPS I get extreme screen tearing. Everything is up to date.

I think you're going to find that vsync is designed for use with an external monitor that's directly driven by an nVidia GPU.
That's not what your system has -- the Intel GPU drives the display panels (internal and external); the nVidia GPU is not a true, discrete GPU but a coprocessor for the Intel GPU.
If you want a true, discrete nVidia GPU, these are available on the 17" XPS (97xx) models with RTX GPUs -- but not on the 15" models or GTX-equipped XPS 17 models.
