XPS13 9350 restarts instead of sleep or shutdown

I have tried EVERYTHING except doing a clean install of windows (UGH!!!) or removal and reinstall of battery (for COMPLETE shutdown). Everything works fine but this issue persists after starting in mid Oct 2018. I can do a hard shutdown from the power button (press/hold for 10sec) and all is good. But, that's not what's supposed to happen. If anyone has any NEW ideas, pls share.
