xps windows 10 boot problem

My laptop won't start when 1. it loses battery power, or 2. if I shut it down. After either of these scenarios I get a no bootable device message. If I turn the power button on and off it will eventually catch, sometimes after a few tries, other times after hours of trying. But, it always starts if I restart. When it doesn't start I get a no hard drive detected from diagnostics. When I get it to start and run a dell scan, it says the hard drive is fine. I took it for repair and was told I need a new hard drive, but am wondering if it is a booting issue?

SATA Drive setting RAID IRRT AHCI or ATA may be an issue.  However it may also be that the drive is physically bad.
