There is some confusion, Dell does not contact the police. You contact the police. All Dell can do is place a "flag" on the service tag adding a note that the PC was stolen. Read this =

Contact the shipping company to inform them and open an investigation.

After the shipment leaves Dell Logistics, the package is the responsibility of the shipper, which needs to trace where it was dropped off.  I think you'll find Dell won't leave a package without a signature - so someone signed for it.

Definitely file a police report.

You should have contacted the shipping company whether UPS or FedEx or USPS.

Log in and go to Dell's order support page. Assuming your order is listed there, click it to open the next screen. On that new screen, click View Packing Slip on the right side. The Service Tag for your PC should be shown there. Make a record (screen shot) with that number (don't post it here) and use that to identify the laptop in your police report. 

Once you have a copy of the police report, go here and report to Dell that the PC was stolen. That way Dell will block anyone from attempting to get warranty support.

If you paid for the PC with a credit card, contact your card company ASAP. Some of them offer free protection for loss/theft/damage of an item purchased with their card within "X" days after purchase.

And if your card don't offer this protection, maybe your homeowers/renters insurance will cover the loss if the shipping company doesn't.

You'll need to provide a copy of a police report to the card or insurance company and to Dell, so get that done as soon as possible, even if you don't yet know the Service Tag.

BTW: Any of your neighbors have a webcam outside that might show what happened, after the package was delivered? That would certainly help the police and support your claim to the card or insurance company.

There is no signed paper. Nobody signed anything, because my order was never delivered.

Pennsylvania Police Policy states: Dell must contact them with the incident number of the police report and they will forward the police report to DELL.

I sent to DELL the card of the officer to whom I made the complaint.

The information on the card includes the incident number, the full name of the police officer, the police phone number, the police email, the address of the local Pennsylvania police, and the police badge number.

Until now, no one solves my problem. It is a stressful situation

I sure hope you kept a copy of the officer's card and all the info on it.

Maybe the shipper should be the one contacting the State Police? 

The packing slip (see above to find it) should show you the name of the shipping company and the tracking number.  So contact them by phone and give them the same info and ask them to contact your State Police. Be sure to get the name of the person you talk to at the shipping company...

The same exact thing happened to me. Package was supposedly stolen. Dell customer service is a complete joke. After researching online it seems like this has happened several times. Were you able to get this resolved, and get your laptop? If so, how long did it take? Any tips on how to reach an actual human being? When this is resolved I will never be doing business with any of these companies in the future if I can help it.
