Migration 3.10 to version 4 Issues

Im trying to migrate from a freshly restored 3.10 appliance to version 4 but unable to get past validation. Both OME are running self signed certs, i can pass the cred check via redfish and ip (on both appliances), password of admin has been reset, i have no proxy configured, both vms are excluded from any firewall rules, i can see the traffic pass via logs.

any ideas why i keep getting "Unable to perform the operation, make sure that the provided information is valid and/or the provided host is reachable."

creating a new admin user with various passwords does not work, there is no entry in the logs to say invalid admin auth
