How do I increase the Minimum Clock Speed to 1.000 GHz to upgrade to Windows 11?

i have pc all in one 5400 i51135g7 with clock speed 0,4ghz?? help me up wwin 11

Could you please check the below and tell us if this help

1)Try uninstalling Intel Dynamic Platform and Thermal Framework and disabling it in the BIOS.

2)Under some circumstances the Intel(R) Dynamic Platform and Thermal Framework silently crash during windows start. In this case, the CPU is "locked" in 0.98 GHz ( maybe maximum power saving mode).

You can check this error in the windows event log (Control Panel - Event Viewer):

The problematic DPTF component located here: c:\Windows\System32\Intel\DPTF\DptfPolicyConfigTdp.dll

You can rename, move or delete it with administrative privileges (don't required for reboot in safe mode), restart windows, and the problem is gone.

After this modification intel dptf can change the cpu speed dynamically (based on cpu load, and preferred cpu power consumption settings).

There is a BIOS update here that should take care of that issue. You are not alone there have been a number of users with similar complaints. Also look at this forum post that has a number of suggestions. Users also installed the newest chipset drivers which helped out. It is a bug in Windows 11 and MS is aware.

I have the same problem. CPU is stuck at max 20% usage (about 0.4GHz). By gradual trial/error I found it doing this on the original power supply. When I connect the power supply via USB-C, it runs normally. When I reconnect the original, or leave the laptop on battery, the processor is "stuck" at 20%. Dell Inspiron 5570 machine.

To increase the clock speed to 1 ghz, Go to the search bar and type 'Power', then click on the top result or press Enter. And this will redirect you to Control Panel. Now click on 'Change Plan Settings', then click 'Change advanced power settings' and now click 'Processor Power Management and click the + symbol to expand the menu and Congratulations!
