that was clean install Windows 10 22H2
after updating Edge, both issues gone.
seems there is heightened security that blocks Edge built in 22H2

I guess my browsers were already updated. The Inspiron 7537 page for that private Service Tag came right up for me using Google Chrome browser and Edge browser.
