You just can't, no software solution and the hardware seems to be a bad design. I have an Inspiron 16 5620 for about a month now, so it's brand new. Fan is always on-off, on-off, loud, whiny noise, even on idle. The Dell Power Management settings do nothing. I'm hoping for a BIOS update which allows 3rd party programs to manage the fan and thermals, because right now you can't use any program for that.
