G15 5530 (RTX 4060): GPU hard-latches to 45 W mid-game at 73 C - all KB steps exhausted, requesting I-REV corrective EC firmware

System: Dell G15 5530, i7-13650HX, RTX 4060 Laptop GPU (default TGP 115 W, max 140 W), Windows 11, AC-powered (original adapter), dGPU-direct mode enabled.

Firmware is fully current: System BIOS 1.33.0 (2026-04-23), GPU VBIOS 95.07.23.00.26 (latest Dell RTX 40xx Firmware Update Utility), NVIDIA driver 610.62 (clean install).

SYMPTOM: During sustained gaming on AC, the enforced GPU power limit instantly drops from ~140 W to a hard 45.00 W and stays latched until reboot. Logged with nvidia-smi at 20-second intervals - the transition is a single step, not gradual throttling:

10:54:00 - draw 85.67 W, limit 140.00 W, GPU 80 C, util 88%

10:54:20 - draw 70.44 W, limit 140.00 W, GPU 77 C, util 70%

10:54:40 - draw 44.51 W, limit 45.00 W, GPU 73 C, util 99% (hard latch)

10:55:00 - draw 44.95 W, limit 45.00 W, GPU 72 C, util 98%

Diagnostic signature: nvidia-smi -q shows SW Power Cap: Active; HW Power Brake: Not Active; HW Thermal Slowdown: Not Active. Setting the limit via nvidia-smi -pl is rejected ("not supported in current scope" - vendor/firmware-locked). The GPU is at only 73 C when the cap engages, so this is not thermal.

ALREADY RULED OUT (each actually tested):

1. Thermal - GPU 71-80 C throughout; fans on Performance mode in AWCC; airflow unobstructed.

2. KB 000217923 steps - BIOS and VBIOS updated to latest, thermal mode Performance, adapter correctly detected (HW Power Brake inactive), battery healthy.

3. KB 000215120 (Laptop Mode) - laptop stationary on a desk the entire session; additionally the Intel Integrated Sensor Solution device is disabled in Device Manager, yet the latch still occurs.

4. CPU/GPU power sharing - repeated the test with CPU turbo disabled (max processor state 99%, package power heavily reduced). The GPU still latched to 45 W after about 19 minutes.

5. Software - no Afterburner/XTU limits; clean driver reinstall performed.

Everything Dell's public KBs prescribe has been done, and the EC still hard-caps the GPU at 45 W with the system cool and stationary. This makes the machine perform like a 45 W-class GPU roughly 20 minutes into any gaming session.

REQUEST: Other G15 5530 / G16 7630 owners in this situation have been provided a corrective I-REV BIOS/EC firmware through support. My unit is out of warranty, but this is a firmware/EC design defect documented in Dell's own KBs (000217923, 000215120), not a hardware failure - firmware corrections should not be warranty-gated. Please either (1) provide the I-REV corrective BIOS/EC firmware for the G15 5530, (2) escalate this thread to the team that issues it, or (3) state the official EC condition that latches the 45 W cap so owners can avoid triggering it.
