Inspiron 15 3530, Bios 1.32.0, Fan Cycles Irrespective of Temperature

My Inspiron 15 3530, Bios 1.32.0, has a fan that cycles on and off irrespective of temperature. This is the latest driver posted by Dell.

After this it sat at ~47 degrees with the fan running at over 4000 for a couple of minutes. This issue happens many times per hour; the cycling is nearly constant.

Is this a known issue? Is there a planned fix or workaround?
