Inspiron 15 3530, how long is battery supposed to last?

According to Win11 battery report utility my Insperion 15 has a 40,174 mWh capacity, which is what the specs say. The seller claims it is supposed to get 7 hours but I am getting only 3. Is the seller lying?

I call that misleading. My previous laptop an HP which I finally ditched because too many things were physically breaking, lasted a good 7+ hours of moderate use. Well, I'm going to rate that seller down.

Since you are using windows 11, you can check which apps are consuming the most battery power.

Type Settings onto search box, System, Power and Battery, and then Battery Usage.

On my Dell computer, Microsoft Edge consumed most of my battery power. 

You can also use Dell Optimizer application. According to your Dell Product page, your computer support this application. I'd suggest downloading/installing the latest one. The application might give you more time or use of your battery.

In Dell Optimizer, check the battery setting that fix your needs. Here is an image of my battery in Dell Optimizer:

@LSUFAN51​ Thanks for the hint about optimizer. while it didn't help the battery issue, it gave me more control over my laptop, especially regards the contrast and color of my display.

No, usually it takes time to charge while you don't use it. You already probably know that. You can improve the battery Performance when You use it out off internet. And having to find out when battery is going to last using bios set up for test and then finding out how long does it takes to charge and how long  lasts after one charge. Sometimes the setting when battery is low does not show if you have an error in time and day.

@Vslow​ what does "You can improve the battery Performance when You use it out off internet" mean? I have a couple of battery utilities which say that the capacity is about 4 hours. I don't normally use it that long on battery. But I did post in the review that the seller was being misleading about the 7 hours. I would never recommend this particular model for taking notes in a college/university environment.

@WxGuesser​ oh bc someone said that microsoft Explorer makes battery energy last less ... So I thought it was not possible until i started using only dell's integranted notes and Word app. That improved a full charged battery plus one more charge more than 9 hours.
