Run a screen diagnostic - hold the D key through powerup.  If the flicker shows during the diagnostics, the panel is bad.

If it doesn't, the issue is with the mainboard or display cable, but more likely the former.

With a system that's worth between $25 and $50 complete and working, carefully weigh the cost of repair vs the system value.

A flicker limited to the bottom-right corner often points to a loose display cable, a failing LCD panel, or, less commonly, a graphics driver issue. Try checking if the flicker appears in the BIOS or on an external monitor—this can help narrow down whether it's a hardware or software problem. If it's hardware-related, reseating the display cable or replacing the screen may be necessary. If you're considering an upgrade instead of a repair, the DELL Pro 15 Essential PV15250 is worth checking out as a modern alternative.
