I have the same problem on my Inspiron 5770. It seems to be a problem with "Mobile Intel(R) Processor Family I/O PCI Express Root Port #1 - 9D10" which can be found under System devices in Device Manager. The only thing I've found that stops the WHEA-logger event 17 flooding is to just disable it. Updating and rolling back the driver doesn't work either. Anyone have a solution?

Same here in Inspiron 5767 with "Mobile 6th/7th Generation Intel(R) Processor Family I/O PCI Express Root Port #1 - 9D10

All drivers are updated, all windows are updated (Windows 10). no change.

Same problem, will we get any answer from official Dell, hello? Or just never buy these nonsense DELL products? I have problems with CPU heats up to 98 degrees and throttling on i7-8550u Dell 5770.
