Computer says "Plugged In, Charging" but not actually charging any fixes?

I own a Dell Inspiron 15 3251 and It isn't charging. I am currently running Windows 8.1 and i have tried many solutions to try to get it to charge. The charge port when plugged in says that it is charging, but the battery dies not even slowly, on the LOWEST setting, when just a few days ago it was charging on high performance while i had a few apps running, it would NEVER go negative. My dad has the same exact laptop and model and i can charge my battery just fine in his, and use the charged one in mine just fine so i KNOW it isn't the battery. But whats strange is, other people have said it says plugged in and not charging. I know I am using the right charger, but I have no idea what it is! I have tried removing the battery and holding the power button for 30 seconds or so with no devices or cables plugged in. Another thing is, I know its the charger port because my computer doesn't even turn on when its plugged in without the battery in it, as my dad's computer does. There are no other problems with it, with the battery plugged in and charged it runs just fine. It just gets annoying when i need to turn off my laptop every 3 hours of using it as i like to run on the charger, but now the charger doesn't even charge. Even though it says its charging, it still goes down, i have it set to power saver mode, with the lowest setting, and with the charger plugged in, the battery drains as if its not on the charger.
